Mr. Hart is a petroleum engineering graduate of West Virginia University and is a
registered professional engineer and member emeritus minerals appraiser. He began his oil and gas industry experience in 1966 as an employee of the Columbia Gas System in Charleston, West Virginia, where he oversaw the performance and integrity of fifty underground gas storage fields in four states for over a decade. In 1981, he became Vice-President and General Manager of Eastern U.S. exploration and production for Bow Valley Petroleum Corporation of Calgary, Alberta, Canada.
Since 1991, Hart has been an oil and gas consultant, appraiser, and property acquisition specialist for U.S. and global clients for his company, HartPetro Global, LLC, of Charleston, West Virginia. In 1999, Hart became a certified minerals appraiser by the International Institute of Minerals Appraisers. In the latter capacity, he has advised clients ranging from government agencies to producers and mineral owners, both locally and globally, on matters of fair market valuations of petroleum acquisitions and investment opportunities. He has been listed by the Hong Kong Stock Exchange as a “competent person” regarding fair market value determinations
for far east oil and gas acquisitions. His clientele has included numerous private mineral owners and state agencies in oil & gas leasing and royalty matters.
Hart holds memberships and past leadership positions with the Society of Petroleum
Engineers, International Institute of Minerals Appraisers, Pi Epsilon Tau Petroleum Engineering Honorary, past board member of the National Association of Royalty Owners, past founder and President of its Appalachian multi-state chapter, board member of the West Virginia Land and Mineral Owners Association, Chairman of the board of the West Virginia section of the American Water Works Association, past member of the Rotary Club of Charleston, and various other non-profit organizations.
